Builds the attachment context of a collect SIP ingest. The attachment units themselves are read from metadata collect, where they were created before the workflow was started ; only the rules that select them, which live on the project, are read from collect internal.

handlerIO - handler of the current step, giving access to the collect clients

transactionId - transaction the SIP is uploaded on

explicitAttachmentUnitId - unit id given through the X-Attachement-Id header, may be null

Returns:

the attachment context to apply to the root units of the SIP

Throws:

ProcessingException
