Dedicated service centralizing the workspace upload threshold check shared by every collect upload entry point (arborescence, CSV, JSONL, SIP). Calls the workspace threshold check API for the current tenant and refuses the upload (by throwing a CollectInternalStorageSaturatedException) when the platform or tenant storage is saturated.
